How One State Bar Association Is Rewriting the Rules on AI and Public Service

Find a Lawyer, answered 24/7 by Human + AI: State Bar of Nevada Lawyer Referral and Information Service

The State Bar of Nevada’s lawyer referral program faced an impossible equation: too many callers, too few staff, and software with no API. Their partnership with Abby Connect offers a blueprint for bar associations nationwide.

Every day, Nevadans in crisis pick up the phone. A mother facing a custody dispute. A worker injured on the job. A tenant being illegally evicted. They dial the State Bar of Nevada’s Lawyer Referral and Information Service hoping to find an attorney who can help.

For years, two dedicated intake specialists fielded roughly 120 of these calls daily. The math never quite worked. When both were on the line, or after 5 pm, or on weekends, callers reached voicemail. Each missed call represented a Nevadan who never got connected to an attorney, and a member attorney who never received the referral.

“Every call matters,” says Mary Jorgensen, the Bar’s Member Services Director. “Behind each one is a person with a legal problem who often doesn’t know what kind of lawyer they need or how to describe their problem in legal terms.”

In early 2026, the State Bar of Nevada partnered with Abby Connect, a family-owned virtual receptionist company with over 20 years of experience in professional call answering. Unlike many competitors who rely on remote or overseas staff, Abby Connect’s entire receptionist team works from their office in Las Vegas, Nevada, just minutes from the Bar’s own headquarters.

The system combines Abby Connect’s new AI Receptionist technology with their established human receptionist team, and has handled nearly 1,500 calls in its first month alone, with 83% completing the entire referral workflow automatically.

But what makes Nevada’s approach noteworthy isn’t just the technology. It’s how Abby Connect deployed it, drawing on two decades of receptionist expertise to build something no other vendor could offer.

The Problem No One Could Solve

Bar associations nationwide face a common challenge. Their lawyer referral services are essential public programs, but they’re often understaffed relative to demand. When call volume spikes, callers get busy signals or voicemail. After hours, the phones simply don’t get answered.

The State Bar of Nevada’s situation was complicated by a technical constraint that would have stopped most innovation efforts cold: their association management system had no public API.

“When we sat down with our software vendor in November 2025, the finding was definitive,” Jorgensen recalls. “No open API existed to connect to.”

Most technology vendors would have walked away. Abby Connect proposed a different path the very next day.

“After 20 years of answering calls for businesses across every industry, we’ve learned that the best solutions work with what clients already have, not against it. When there’s no API, you build around it.”

Nathan Strum, CEO, Abby Connect

Building Around the Barrier

Rather than waiting for an API that might never come, Abby Connect built a custom automation that interacts with the Bar’s referral system exactly the way a human intake specialist would: filling out the same web forms, clicking the same buttons, following the same workflow.

Abby Connect’s AI Receptionist answers every call with the Bar’s own greeting and conducts the intake conversation in plain English. It captures the caller’s information and a description of their legal problem, then Abby’s automated system takes over.

The caller’s description is analyzed and matched to the Bar’s taxonomy of 24 practice areas and nearly 200 subcategories. A rambling, emotional description becomes a concise factual summary. The caller’s city is matched to the correct geographic referral area. Marketing attribution codes are preserved.

Then, remarkably, browser automation fills out all five steps of the Bar’s live referral form, and the Bar’s own system matches the caller with an attorney and sends the referral.

“No other company could offer a custom build like this,” Jorgensen noted in internal documentation reviewed for this article.

Abby Connect’s engineering team built, tested, and deployed the entire custom system in 21 days, ahead of its 30-day commitment.

The Human Safety Net

What truly distinguishes Nevada’s approach is Abby Connect’s insistence that no call and no referral ever dead-ends with a machine. This philosophy comes from the company’s 20 years of experience: technology should enhance human connection, not replace it.

If the AI encounters anything it cannot handle, the call automatically transfers to one of Abby Connect’s live, professionally trained receptionists. These human receptionists are trained on the Bar’s referral form and can complete the entire process manually if needed.

“That safeguard is pretty huge, and not something we’ve seen other AI services doing. It ensures you truly don’t miss the call.”

Marianne Mlechick, VP of Operations, Abby Connect

This commitment to human quality reflects Abby Connect’s core differentiator: every receptionist works on site at their Las Vegas headquarters, where they’re trained, supervised, and supported as a team. There’s no overseas call center, no work-from-home agents scattered across time zones. When a call transfers from AI to human, it goes to a professional receptionist sitting in the same office where Abby Connect’s leadership works every day.

When the automated form submission fails for any reason, whether the Bar’s website is down, a validation error occurs, or anything unexpected happens, the referral isn’t dropped. It’s flagged for human review, and Abby Connect’s team receives immediate notification with full context to finish the referral by hand.

This safety net has proven its value in unexpected ways. When an Abby Connect receptionist noticed a Las Vegas caller being matched to an Idaho-licensed attorney, she raised the issue within the hour. Jorgensen’s response: “Please thank your receptionist for catching this. We’re glad your staff is noticing these types of things.”

Spanish-speaking callers are handled by Abby Connect’s bilingual human receptionist team. When the Bar requested a cleaner experience for Spanish speakers, Abby Connect designed, built, tested, and launched a language selection phone menu the same morning it was approved, about 2.5 hours from request to live.

Results That Matter

In its first 27 days live, the system handled 1,487 calls, with some weeks seeing up to 370 calls. The breakdown tells the story:

  • 83% of calls completed the entire referral workflow automatically, from classification to geographic routing to submission to attorney matching, with no staff involvement
  • The remaining 17% were delivered to the Bar’s team as clean, structured messages ready for follow-up
  • Only about 8% of callers abandoned, and proactive callbacks reached 40% of those, completing several additional referrals

The monthly workload absorbed is roughly 7,300 minutes of calls, equivalent to about 24 full workdays of nonstop phone time. That’s work that would otherwise require approximately three additional full-time receptionists at a fully loaded cost of $118,000 to $136,000 per year.

Perhaps more significantly, the Bar’s two intake specialists are now free to focus on the callers and casework that genuinely need human judgment rather than routine data entry.

Coverage That Didn’t Exist Before

The Bar’s office operates 8:30 am to 5 pm, Monday through Friday. Abby Connect answers around the clock.

The Bar’s message log now shows referral intakes completed at 1:00 am, 4:08 am, and 6:38 am. These are Nevadans getting connected to attorneys at hours when the old service could only offer voicemail.

“After-hours coverage extends the program’s reach without extending staff hours,” Jorgensen notes. Each answered call becomes a completed referral. Each completed referral becomes a panel attorney engagement and program revenue.

For Abby Connect, this 24/7 capability isn’t new. The company has provided round-the-clock receptionist services for two decades. What’s new is the AI layer that handles routine calls autonomously while keeping humans ready for everything else.

A Blueprint for Other Bars

The State Bar of Nevada’s implementation offers several lessons for bar associations considering similar innovations.

  • Work with existing systems. The approach required no API, no IT resources from the bar, and no changes to the bar’s existing software. The automation uses the same public referral form the bar’s own staff uses.
  • Maintain control. The Bar controls its own taxonomy, scripting, fee disclosures, geographic areas, and knowledge base. FAQs can be updated at any time.
  • Ensure auditability. Every referral is documented with screenshots at multiple checkpoints, structured message logs, and human review of anything unusual. For organizations with board-level accountability, this matters.
  • Keep humans in the loop. The most important design decision was ensuring that technology failures don’t become caller failures. When systems break, people step in.

The Bigger Picture

The State Bar of Nevada’s experience arrives at a moment when the legal profession is grappling with how to deploy AI responsibly. Horror stories of AI hallucinations and automation failures have made many legal organizations cautious.

Abby Connect’s answer: don’t choose between AI efficiency and human reliability. Build systems where each strengthens the other.

“We’ve spent 20 years learning what callers actually need,” says Strum. “Speed matters, but so does knowing when to bring in a real person. AI lets us do both.”

This Human + AI approach has been central to Abby Connect’s positioning in an industry increasingly divided between full automation and traditional staffing. The company launched its “Stop Firing Humans” campaign in San Francisco as a direct counter to AI companies urging businesses to eliminate human workers, a stance that has garnered coverage from KQED, BusinessWire, and other outlets.

The Bar’s Board of Governors approved the system, the partnership has expanded to include discussions with other Bar departments, and Jorgensen has authorized the case to be shared as a reference for other organizations considering similar approaches.

For the Nevadans calling at 1 am with a legal crisis, the technology behind their experience is invisible. What they experience is simple: someone answered the phone, listened to their problem, and connected them with an attorney who can help.

That’s what the technology was always supposed to do.
